Green Flag Alert

The City of Sierra Madre has issued a Green Flag Alert for mudslides and debris flows in the hillside communities on Tuesday, December 28th. The National Weather Service has forecasted 100% chance of precipitation for today and the Green Flag Alert remains in effect until further notice. Affected residents should get “READY” for potential evacuation. This includes keeping a close watch on weather forecasts. Should the County of Los Angeles Public Works Department issue a “Phase 1” or “Phase 2” mudflow forecast, the City will issue a Yellow Flag or Red Flag alert and this will include parking restrictions in the upper and lower canyon areas and may also include evacuation orders.

High Wind Warning

The National Weather Service has issued a High Wind Warning for the San Gabriel Valley. This warning will be in effect from 3:00pm this afternoon until noon tomorrow. Damaging winds are expected mainly in and near the foothills. Potential impacts: With the soil loosened by recent heavy rains, trees will be more easily uprooted by the strong winds. The very strong winds will be capable of producing downed power lines and causing power outages.

Stay clear of all downed lines and report any hazards to the Sierra Madre Police Department.

The City of Sierra Madre has issued a Green Flag Alert for mudslides and debris flows in the hillside communities. The National Weather Service has forecasted an 80% chance of precipitation this evening and rising to a 100% of precipitation for tomorrow.

A Green Flag Alert is issued when there is an 80% chance or more of precipitation. Affected residents should get ready for potential evacuation and keep close watch on weather forecasts. This includes residents of the Upper and Lower Canyon as well as any resident whose property abuts the hillsides.

As we enter the rain season, the City would like to make residents aware of our mud and debris flow alert system.

Due to the Santa Anita fire in April of 2008, the hillsides where stripped of much of the vegetation causing the potential for mud and debris flows to enter residential areas. The City of Sierra Madre has developed a three-color flag alert system as part of its ‘Ready for Seven’ emergency preparedness program.

A series of three different colored flags will be flown at four different locations in the City (City Hall, Search and Rescue Station, Mountain Trail at Churchill Road, and Mary’s Market). When possible, flags will be displayed indicating one of three stages of emergency. Be sure to check the website, email alerts, SMTV3, AM 1630, or simply call City Hall or the Police Department to confirm the current stage of emergency and please understand the City may not always have the ability to change these flags the moment conditions or forecasts change.

The City has identified a number of streets that will need to be clear of all vehicles during a Yellow Flag or Red Flag alert. The affected streets are: Mount Wilson Trail, Churchill Road, Skyland Drive, Fern Glen, Fern Drive, Idlehour Lane, Canyon Crest Drive, Orange Drive, Woodland Drive, Brookside Lane, Sturtevant Drive, Sunnyside Lane, and Yucca Trail.
The Yellow and Red Flag Alerts will trigger vehicles being towed from these streets at the owners’ expense.

Phase 3 - the potential exists for significant debris and mudflows to be widespread. Affected residents should “GO”, meaning they should immediately evacuate, and vehicles should not be parked on the streets.

When evacuating, please plan to be as self-sufficient as possible with important paperwork, medications, and clothing for at least seven days. It is important anticipate a possible evacuation order, and make plans for your pets in advance.

Please note that Public Safety Officials do not take evacuation orders lightly and residents should heed these orders. Once mud begins to flow, Emergency Responders will NOT rescue those who failed to evacuate until the mud has stopped flowing and it is safe for responders to enter the mud flow areas.

City of Sierra Madre Responds to Debris and Mudflows

Portions of the Sierra Madre have experienced small mudflows this afternoon in the northern most portions of the canyon. Public Works crews are prioritizing tasks to address situations to protect life and property first. Crews will work to clear public roads when it is safe to do so and equipment can be effectively used.

The National Weather Service has issued a Flash Flood Warning for areas including the City of Sierra Madre. This Warning is in effect until 6:00pm this evening. Residents are instructed to not drive any vehicle into areas where the water covers the roadway. The water depth may be too great to allow your car to cross safely.

The City is currently at Green Flag Alert as the Los Angeles County of Public Works has rescinded their Phase 1 mudflow forecast. Please understand that a Green Flag Alert means that residents should be ready for evacuation and monitor weather developments closely. Very heavy rain and thunderstorms, like the City has experienced this afternoon, can happen with very little warning.

The City of Sierra Madre has returned to a Green Flag Alert. The County of Los Angeles Public Works has rescinded the Phase 1 mudflow forecast. The National Weather Service is forecasting between 60 and 100% precipitation for the rest of today.

Parking restrictions have been lifted for all parts of the City.

Sierra Madre Remains at Yellow Flag Alert

The City of Sierra Madre remains at Yellow Flag Alert this evening. The County of Los Angeles Public Works Department has issued a Phase 1 Mudflow Forecast.

A Phase 1 indicates that small isolated debris and mudflows are possible at specific locations.

Streets may be flooded or blocked by debris. Woodland Drive, Skyland Drive, and other streets may be closed due to blockage. Should debris flows occur overnight, crews will begin clearing the following morning.

Parking restrictions are now in effect in the Upper and Lower Canyon during Yellow or Red Flag alerts. Vehicles parked on the streets may be towed at owner’s expense.

The affected streets are: Mount Wilson Trail, Churchill Rd., Skyland Dr., Fern Glen, Fern Dr., Idlehour Ln., Canyon Crest Dr., Orange Dr., Woodland Dr., Brookside Lane (upper, middle, and lower segments), Sunnyside Lane, Sturtevant Dr., and Yucca Trail. Overnight parking restrictions through the rest of the city are lifted during Yellow or Red Flag Alerts.

The City Public Works Department may determine that Upper Brookside Lane and the very northern portion of Woodland Drive will be closed and a temporary debris wall will be erected.

Residents in the affected areas are urged to be "set" to leave at a moment’s notice and may choose to voluntarily evacuate. In the event the City receives a Phase 2 or Phase 3 alert from the County, a Red Flag Alert will be issued that will most likely include mandatory evacuation orders. Evacuated residents will not be allowed to return into an evacuation area until the order is lifted.

The City of Sierra Madre has issued a Green Flag Alert for mudslides and debris flows in the hillside communities. The National Weather Service has forecasted an 90% chance of rain for Saturday, November 20, 2010.

A Green Flag Alert is issued when there is an 80% chance or more of precipitation. Affected residents should get ready for potential evacuation and keep close watch on weather forecasts. This includes residents of the Upper and Lower Canyon as well as any resident whose property abuts the hillsides.

As we enter the rain season, the City would like to make residents aware of our mud and debris flow alert system.

Due to the Santa Anita fire in April of 2008, the hillsides where stripped of much of the vegetation causing the potential for mud and debris flows to enter residential areas. The City of Sierra Madre has developed a three-color flag alert system as part of its ‘Ready for Seven’ emergency preparedness program.

A series of three different colored flags will be flown at four different locations in the City (City Hall, Search and Rescue Station, Mountain Trail at Churchill Road, and Mary’s Market). When possible, flags will be displayed indicating one of three stages of emergency. Be sure to check the website, email alerts, SMTV3, AM 1630, or simply call City Hall or the Police Department to confirm the current stage of emergency and please understand the City may not always have the ability to change these flags the moment conditions or forecasts change.

The City has identified a number of streets that will need to be clear of all vehicles during a Yellow Flag or Red Flag alert. The affected streets are: Mount Wilson Trail, Churchill Rd., Skyland Dr., Fern Glen, Fern Dr., Idlehour Ln., Canyon Crest Dr., Orange Dr., Woodland Dr., Brookside Lane, Sunnyside Lane, and Yucca Trail. Sierra Madre - No Flag Alert

The City of Sierra Madre would like to inform residents that there is no flag alert in effect at this time. The County has issued a “no phase” forecast early this morning and the National Weather Service is forecasting a 20% chance of showers for today.

The City would like to thank the residents for their patience and continued diligence over the recent storm events. We would also like to thank the gracious volunteers that assisted with communications and sandbagging assistance to residents that were in need.

Sierra Madre Issues Red Flag Alert - Mandatory Evacuations

Red Flag Mud Alert Issued

The City of Sierra Madre issued a Red Flag Mud Alert for Sierra Madre residences in potential mud flow areas. The Los Angels County Public Works Department has indicated that a Phase 2 Mud Alert will be issued soon. The County’s Phase 2 Alert indicates moderate debris and mudflows at widespread locations.

Mandatory evacuations are now in place.

The following locations are now under a Mandatory Evacuation Order and the streets are closed to both vehicular and pedestrian traffic:

- All streets above Churchill Road and Old Ranch Road.
- All streets above Woodland Drive and Sturtevant Drive.
- All streets above Lotus Lane at Camillo Street.
- The private sections of Auburn Avenue above Elm Street.

Debris flows have recently blocked portions of Skyland Drive and Woodland Drive (above Mary’s Market).

Additional Important Information:

- An evacuations center has been set up at the Community Recreation Center, 611 E. Sierra Madre Blvd.

- Sand and sandbags are available 24 hours a day at the City Maintenance Facility. The address is 621 E. Sierra Madre Blvd. The sand and sandbags are located north of the Sierra Vista Park tennis courts, and next to the Sierra Madre Rose Float building. Residents must fill their own bags and are advised to bring a shovel.

Sierra Madre Issues Yellow Flag Alert

The City of Sierra Madre has issued a Yellow Flag Alert effective immediately. The County of Los Angeles Public Works Department has issued a Phase 1 Mudflow Forecast.

A Phase 1 indicates that small isolated debris and mudflows are possible at specific locations.

Streets may be flooded or blocked by debris. Woodland Drive, Skyland Drive, and other streets may be closed due to blockage and cleanup efforts throughout the day and night.

Parking restrictions are in effect in the Upper and Lower Canyon during Yellow or Red Flag alerts. Vehicles may be towed at owner’s expense.

The affected streets are: Mount Wilson Trail, Churchill Rd., Skyland Dr., Fern Glen, Fern Dr., Idlehour Ln., Canyon Crest Dr., Orange Dr., Woodland Dr., Brookside Lane, Sunnyside Lane, Yucca Trail, Sturtevant Dr., Elm Ave., and Holly Trail.

Sierra Madre Issues Green Flag Alert

The City of Sierra Madre has issued a Green Flag Alert for mudslides and debris flows in the hillside communities. City officials are closely watching local rain forecasts. The National Weather Service has posted an 80% chance of rain for tomorrow (Tuesday, 2/9/2010).

A Green Flag Alert is issued when there is an 80% chance or more of precipitation. Affected residents should get ready for potential evacuation and keep close watch on weather forecasts.

Public Works crews from the Los Angeles Public Works Department will be working to clear the debris from the structure at the top of Yucca Trail. Residents are advised that this important work may continue through the night.

Sierra Madre moves to Green Flag Alert

The City of Sierra Madre has moved to a Green Flag Alert for mudslides and debris flows in the hillside communities.


Mandatory Evacuation orders have been lifted for all areas in the City of Sierra Madre.

City officials are closely watching local rain forecasts. The National Weather Service has posted an 80% chance of rain for this evening (Saturday, 1/6/2010).

A Green Flag Alert is issued when there is an 80% chance or more of precipitation. Affected residents should get ready for potential evacuation and keep close watch on weather forecasts.


There still the possibility of hazards as streets may become flooded or blocked by debris with the intermittent storm cells that may pass over the area this evening.

Parking restrictions have been lifted for the Upper and Lower Canyon.Sandbags are available at the City Yards. Residents must fill and transport their own bags.

Red Flag Alert and Mandatory Evacuations Issued

Red Flag Mud Alert Issued

The City of Sierra Madre issued a Red Flag Mud Alert for Sierra Madre residences in potential mud flow areas. The Los Angels County Public Works Department issued a Phase 2 Mud Alert. A Phase 2 Alert indicates moderate debris and mudflows at widespread locations. Phase 3 – the potential exists for significant debris and mudflows to be widespread. Mandatory evacuations are in place.

The following locations are now under a Mandatory Evacuation Order and the streets are closed to both vehicular and pedestrian traffic:

- All streets above Churchill and Canyon Crest
- All streets above Brookside and Sturtevant
- All streets above Lotus Lane at Camillo
- The private sections of Auburn Avenue above Elm Street.

Additional Important Information:

- An evacuations center has been set up at the Community Recreation Center, 611 E. Sierra Madre Blvd.

- A debris deflection structure will be erected at the northern Brookside Lane & Woodland Drive intersection by 1:00 PM.

- Sand and sandbags are available 24 hours a day at the City Maintenance Facility. The address is 621 E. Sierra Madre Blvd. The sand and sandbags are located north of the Sierra Vista Park tennis courts, and next to the Sierra Madre Rose Float building. Residents must fill their own bags and are advised to bring a shovel.

Mud and debris have already blocked portions of areas in the upper and lower canyon areas.

Additional streets may be flooded or blocked by debris. Woodland Drive, Skyland Drive, and other streets may be closed due to blockage and cleanup efforts throughout the day and night.

City crews will begin clearing streets in the canyon areas that have become blocked as quickly as it is safe to do so.

Mandatory Evacuation Orders Lifted

City of Sierra Madre: 5:00PM 1/21/2010 City Returns to Yellow Flag Alert – All Mandatory Evacuation Orders Lifted


The City of Sierra Madre has received a “No Phase” forecast from the L.A. County Public Works Department this afternoon. The Red Flag Alert is rescinded and the City will go to a Yellow Flag Alert. At this time, all Mandatory Evacuation Orders are lifted, and residents are allowed to return to their homes. Voluntary Evacuations are still in effect for the entire “Upper” canyon areas, “Lower” canyon areas, Auburn Ave. (private road areas only), and Lotus Lane (above the Sturtevant Debris Basin).

Immediately after receiving the County’s forecast, Sierra Madre Public Works crews surveyed the streets in the Upper and Lower canyons. It was determined that all roads are sufficiently clear and there were no hazards.

It was determined by City Officials, in conjunction with Public Safety personnel, that going to the Yellow Flag Alert was a prudent measure with the amount of rain that has fallen, and the on-going chance of rain and thunderstorms. All vehicles must be off the streets during a Yellow Flag Alert.

o Sand and sandbags will remain available 24 hours a day at the City Maintenance Facility until further notice. The address is 621 E. Red Flag Alert Update 1/20/2010 7:50PM

The City of Sierra Madre City Council approved Resolution No. 10-07 Proclaiming the Existence of a local emergency. The City has a Mandatory Evacuation Order to cover the entire “Upper” canyon areas and the entire “Lower” canyon areas. The Order also includes Lotus Lane (above the Sturtevant Debris Basin), and Auburn Ave., (private road sections above Elm St.).

The Mayor, Council, and Public Safety officials asked residents to follow evacuation orders. Residents who prefer to stay in their homes threaten themselves, their neighbors, and emergency personnel.

Road Closures are in effect at various locations leading to the Mandatory Evacuation Order locations. These closures are being enforced by the Sierra Madre Police Department, Los Angeles County Sheriffs Department and officers from surrounding law enforcement agencies. City Staff is closely monitoring the situation throughout the night. The cooperation of our residents is crucial to the safety and protection of life and property in these areas.

Additional Important Information:

o The City has opened the Community Recreation Center at 611 E. Sierra Madre Blvd as an evacuation location. Crated animals will be allowed. The evacuation center will close at 9:00PM if there are no evacuees that require overnight shelter.

o The American Red Cross Shelter at La Canada High School, (South Gym, 4463 Oak Grove Ave, La Canada) will be open to Sierra Madre residents throughout the duration of the incident.

o Sand and sandbags are available 24 hours a day at the City Maintenance Facility. The address is 621 E. Sierra Madre Blvd. The sand and sandbags are located north of the Sierra Vista Park tennis courts, and next to the Sierra Madre Rose Float building. Residents must fill their own bags and are advised to bring a shovel.

o Bailey Canyon Park, Mt. Wilson Trail, and Chantry Road are all closed until further notice.

Red Flag Alert - Mandatory Evacuations Expanded

The City of Sierra Madre has expanded the Mandatory Evacuation Order to cover the entire “Upper” canyon areas and the entire “Lower” canyon areas.

Additional locations for Mandatory Evacuation Orders are possible for the next 48 hours.

Road Closures will take effect at various locations leading to the Mandatory Evacuation Order locations. These closures will be strictly enforced by the Sierra Madre Police Department and the Los Angeles County Sheriffs Department. The cooperation of our residents is crucial to the safety and protection of life and property in these areas.

Residents are asked to follow evacuation orders. Residents who prefer to stay in their homes threaten themselves, their neighbors, and emergency personnel.

The City has requested mutual aid from surrounding agencies including the Los Angeles County Sheriffs Department.

An emergency meeting of the Sierra Madre City Council will be held this evening at 5:30PM in the City Council Chambers at City Hall. The Council will be considering a Declaration of a Local Emergency at this time. Such a declaration puts the City of Sierra Madre in a better position to recover costs that are associated with the emergency, as well as assisting our efforts in coordinating mutual aid.

o The City has opened the Community Recreation Center at 611 E. Sierra Madre Blvd as an evacuation location. Crated animals will be allowed.

o The City will operate a shuttle to from Mt. Wilson Trail Park (“Turtle Park”) to the Community Recreation /Center from 11:00AM to 1:00PM this afternoon.

o Sand and sandbags are available 24 hours a day at the City Maintenance Facility. The address is 621 E. Sierra Madre Blvd. The sand and sandbags are located north of the Sierra Vista Park tennis courts, and next to the Sierra Madre Rose Float building. Residents must fill their own bags and are advised to bring a shovel.

Sierra Madre Issues Red Flag Alert - Mandatory Evacuations

City of Sierra Madre: Red Flag Alert 1/20/2010, 8:00AM.

Sierra Madre has made it through the first round of this week’s major storm event. There have been no reports of any injuries or major property damage. Skyland Drive has once again experienced the largest amounts of debris flows in the City.

The City would like to advise all residents that we have now issued a Red Flag Alert as a result of a Phase 2 Debris and Mudflow warning from the County of Los Angeles Public Works Department. Weather forecasts are predicting higher concentrations of rainfall in the area.

The following locations are now under a Mandatory Evacuation Order, effective noon today:

o All homes located on Skyland Drive.
o Woodland Drive between Yucca Trail and Sturtevant Drive.
o The upper and lower portions of Brookside Lane.
o Lotus Lane above the debris basin.
o The private sections of Auburn Avenue above Elm Street.

The above locations have been identified as having an increased chance of potentially heavy debris flows. Additionally, the City would like to make sure that all residents that live in the urban/wildlife interface to continue to be “set” to go at a moment’s notice and continue their emergency preparations. Additional locations for Mandatory Evacuation Orders are possible for the next 48 hours.

Yellow Flag Alert - 1-18-2010 Update

Sierra Madre Storm Update – January 18, 2010

Sierra Madre has made it through an initial round of heavy rain, with 2.25” of rain measured at City Hall in the 24 hours prior to 3:00 today. There have not been any reports of property damage. The primary debris flow took place on Skyland Drive. Sierra Madre Public Works crews began removing debris from that street this afternoon, and work will continue through daylight hours as long as weather permits. Streets in the Marlborough Terrace (Upper Canyon) will remain closed to all traffic except for residents, to allow for city staff and equipment to complete the cleanup as quickly and safely as possible.

The Yucca Canyon (and all other county debris facilities) debris structure is being monitored hourly by County staff. The City has been advised that the Yucca Canyon structure is 70% full of debris. The County will begin removal of the debris tomorrow morning January 19th, weather permitting. County staff has advised the City that they will need a window of opportunity several hours long in order to clean out the structure, that the facility cannot be maintained while it is raining. Should the city experience additional heavy rains prior to the County being able to clean out the structure, there is the potential for significant debris flow into Woodland Drive.

The City remains under a Yellow Flag Alert. Parking restrictions are in effect in the Upper and Lower Canyon during Yellow or Red Flag alerts. Vehicles may be towed at owner’s expense.
